Gainesville, Fla. and Washington D.C. – November 16, 2009: To expedite stimulus-funded job creation and help contractors quickly hire more workers to weatherize low-income homes, the National Weatherization Corporation (NWC) is now bringing project bidding to the Internet with the Bid Express service for Community Action Agencies (CAA).
The Bid Express service has handled more than 109,000 bids worth more than $400 billion over the past ten years. NWC is using it to help grantees and subgrantees of the Department of Energy’s $5 billion Weatherization Assistance Program that is part of the American Recovery and Reinvestment Act.
NWC is incorporating the Bid Express service into its comprehensive suite of automation tools and practices being used to make the weatherization program efficient. NWC was awarded an exclusive statewide contract from the New Jersey Community Action Association to provide Davis-Bacon Compliance Services. NWC is processing contractors’ applications so they become eligible to bid as a “Responsible Contractor.”
“NWC has chosen a market leader in Internet bidding to bring the speed and accuracy of electronic bids to the weatherization community,” said Steven Coté, the Chairman and Chief Executive Officer of the National Weatherization Corporation. “The service also works well in the President’s economic recovery plan by meeting accountability and transparency requirements, getting more energy efficiency construction jobs started, and fostering a clean energy economy.”
By using the Bid Express service, agencies and contractors save time in preparing and submitting bids. Agencies benefit by generating and tracking less paper and quickly getting more accurate bids.
“The Bid Express team is ready to put our proven technology to work for clean energy initiatives to streamline bidding and get projects bid more quickly,” said Will McClave, Vice President of Info Tech, Inc.
“We are anxious to use this new service that will make bidding easier and get homes weatherized faster,” said Jacob Kloc of Airseal Insulation Systems of Brooklyn, New York. “It is a great way for contractors to use the Internet to replace a slow, paper-based process,” Kloc said.
