The Bid Express Service Easily Handling Record Bid Numbers from ARRA Projects

Gainesville, Fla. – May 12, 2009: As funds from the American Recovery and Reinvestment Act (ARRA) flow to state transportation agencies, the Bid Express online bidding service has easily handled the exponential increase in usage rates and is continuing to provide stable, reliable service to agencies and bidders. The Bid Express service is used by 30 US state transportation agencies.

On Friday, May 8th, Tennessee Department of Transportation (TDOT) had a large bid opening. For 117 proposals, a total of 351 bids were submitted. Within eight minutes of the bid opening time, the Bid Express service downloaded and opened all bids and posted apparent bid results to the agency's website. The total dollar amount of the apparent low bidders was more than $271 million.

Extensive media coverage of the bid openings at state transportation agencies is proof that the American taxpayer has a keen interest in the disbursement of ARRA funds. A national network news program covered TDOT's bid opening. New Jersey Department of Transportation was also featured in the national media for the kick-off of their first ARRA funded project. Vice President Joe Biden was on hand for the ceremonial groundbreaking of the project that involves road widening and bridge replacement. The $67 million project was advertised and bid using the Bid Express service in February. Moving money out quickly, while still ensuring that agencies are spending it responsibly, is a key to the success of ARRA. The Bid Express service allows agencies to do just that.

"What we're trying to do here in this process is not only get this money out the door, but shed the red tape without shedding accountability," Biden said at the start of a cabinet meeting.
