Effective January 20, 2014 The Nova Scotia Department of Transportation and Infrastructure Renewal will be implementing a new file naming convention for electronic bid submission (EBS) files. The new convention will improve internal processing and will not pose a change to the way EBS files are downloaded, the entering of bid information or how bids are submitted.

EBS files will use the Proposal Id in the filename as opposed to the date of the letting. You will now see files with the following convention (YYYY-###.EBS or YYYY-###.###). YYYY being the construction year the proposal is assigned to and (-###) being the unique id for that proposal and (.###) being a unique amendment number increment. The extension will be EBS for original bid files with amended files being given numeric values that are incremented for each new amendment file.

Example. The first proposal assigned to the 2014 construction season.

2014-001.EBS

Example. An amendment proposal for 2014-001.EBS will be as follows.

2014-001.001

Example.  Each amendment for a proposal will be incremented sequentially. A second amendment for the file will be as follows.

2014-001.002.

The Nova Scotia Department of Transportation and Infrastructure Renewal (NSTIR or the Department) and Procurement Services are advising Contractors who subscribe to the Bid Express service used by the Department for the submission of electronic bids, that requests for changes or the reporting of errors to an open tender will not be accepted after 11:00:00 AM on the day of the tender closing, as posted on Procurement Serviceswebpage (http://gov.ns.ca/tenders/tenders/ns-tenders.aspx).

For change requests or the report of errors to the open tender submitted after 11:00:00 AM on the day of the tender closing, Highway Construction Services and Procurement Services will take no action and the tender will close at the scheduled time. Issues brought forward by the contracting community will be addressed during the post tender evaluation.

The implementation of the aforementioned cut off time is to allow Highway Construction Services and Procurement Services staff sufficient time to review any submitted errors or changes and to take the appropriate action, for example, the preparation and posting of an addendum to Procurement Serviceswebsite.

The Department encourages bidders to keep up to date with respect to the status of tenders by visiting Procurement Services website and by subscribing to the messaging and notification service included with the Bid Express Account subscription. See the section Manage Messages and Notifications.
