Re: NSDPW Standard Specification Update

The Nova Scotia Department of Public Works (NSDPW) wishes to advise all Contractors, who bid on Department tenders, that the Department's Standard Specification - Highway Construction and Maintenance has been updated. Any questions regarding the review process and content or revisions of the Standard Specifications can be directed to any one of the team leaders given in the Enquiries section of the Standard Specifications.

Any questions regarding interpretation of the Standard Specifications for a particular contract should be directed to the Engineer in charge of administering the contract.

On February 1st, 2019, the Bid Express Service and Nova Scotia Department of Public Works (NSDPW)  began the process of switching from Expedite Bids to Project Bids - Bid preparation software to submit bid responses for Highway Construction Services tenders via Bid Express.

Lettings that close up to and including March 1st will still use the Expedite process. Lettings that close on March 6th and beyond will use the Project Bids - Bid process.

Bid Express is leading this process. NSDPW encourages all vendors to work with the Bid Express Customer Service Team to facilitate this transition until complete.

To submit a bid for the March 6, 2019 letting and beyond, vendors will be required to create a new Digital ID for the AASHTOWare Project Bids - Bid component once, and then use that same Digital ID to bid on all future NSDPW proposals.

You will not be able to bid on NSDPW proposals, on or after March 6, 2019, unless your organization switches to Project Bids - Bid.

If you currently have an active Info Tech Digital ID for NSDPW, Bid Express will reimburse your organization for the cost of creating the new Digital ID. You will also be required to submit a request to bid to NSDPW. This request will be presented to you when creating the new Digital ID.

Project Bids - Bid files will have either a .ebsx extension for the original bid file and .###x extension for amended ebsx files.

Bid Express suggests that all vendors install Project Bids - Bid, conduct tests, and train staff, as soon as possible, to assist in a smooth transition.
