Effective immediately, in accordance with 2 CFR 200.216 and 2 CFR 200.471 the Department, as a recipient of Federal funds, and its subrecipients and suppliers are prohibited from procuring or obtaining; extending or renewing a contract to procure or obtain; or entering into a contract to procure or obtain telecommunication or video surveillance equipment, services, or systems produced by:
• Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities).
• Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities).
Bidders are advised to review all equipment, services, or systems intended for use in advertised Federally funded projects, including but not limited to ITS/ATMS, video, computers, etc.

In an effort to keep our workforce healthy while continuing to provide services to our
Contracting community, beginning with the June 19, 2020 Letting, we request that all
Bidding related documents be submitted electronically. We will continue to process paper
submissions as received, however they may be delayed due to limited in-office staff.

Dear Contractors, Consultants and Vendors
EXECUTIVE ORDER TO ENSURE A SAFE & HEALTHY GEORGIA was issued by Governor Kemp on
April 2, 2020 and became effective at 6:00 p.m. on April 3, 2020 and runs through April 13th at
11:59 p.m. Among the many directions that the order provides is for Georgians to "shelter-in-place"
unless they are engaging in certain activities. Pursuant to the Executive Order, certain
"critical infrastructure" businesses, establishments, corporations, non-profit corporations, and
organizations, as defined by the U.S. Home land Security, are considered "Critical
Infrastructure" and can remain operational.
The Georgia Department of Transportation (GDOT) is a state agency that is deemed by the US
Department of Homeland Security Cyber and Infrastructure Agency Memorandum to provide
Critical Infrastructure and thus should remain open at this time. Having such a designation
provides an allowance for our work, and its many contributions to the State's transportation
system, to continue uninterrupted.

The concern for the spread of COVID-19 remains paramount throughout the State. Governor
Kemp's shelter in place Order seeks to blunt the spread by limiting travel from our residences
with the following exceptions:
1. Conducting or participating in Essential Services;
2. Performing Necessary Travel;
3. Are engaged in the performance of, or travel to and from, the performance of Minimum
Basic Operations for a business, establishment, corporation, non-profit corporation, or
organization not classified as Critical Infrastructure; or
4. Are part of the workforce for Critical Infrastructure and are actively engaged in the
performance of travel to and from, their respective employment.
Item 4. Authorizes each of us to travel to and from work, including our jobsites and their field
offices. While we do not expect travel to and from those areas to be impacted as a result of the
Order, please be mindful that you may be asked to explain your travel at some point.
To date each of you has been recognizing and adhering to the recommendations from the CDC,
The Georgia Department of Public Health, GDOT and the individual plans implemented at your
respective work areas. The Governor's Order however has additional health and safety measures
for our attention while continuing to perform our work. From the Order:
"Critical Infrastructure that continues in-person operation during the effective dates of this Order
shall implement measures which mitigate the exposure and spread of COVID-19 among its
workforce. Such measures may include, but shall not be limited to:
1. Screening and evaluating workers who exhibit signs of illness, such as a fever over 100.4
degrees Fahrenheit, cough, or shortness of breath;
2. Requiring workers who exhibit signs of illness to not report to work or to seek medical
attention;
3. Enhancing sanitation of the workplace as appropriate;
4. Requiring hand washing or sanitation by workers at appropriate places within the
business location;
5. Providing personal protective equipment as available and appropriate to the function and
location of the worker within the business location;
6. Prohibiting gatherings of workers during working hours;
7. Permitting workers to take breaks and lunch outside, in their office or personal workspace,
or in such other areas where proper social distancing is attainable;
8. Implementing teleworking for all possible workers;
9. Implementing staggered shifts for all possible workers;
10. Holding all meetings and conferences virtually, wherever possible;
11. Delivering intangible services remotely wherever possible;
12. Discouraging workers from using other workers' phones, desks, offices, or other work tools
and equipment',
13. Providing disinfectant and sanitation products for workers to clean their workspace,
equipment, and tools;
14. Prohibiting handshaking and other unnecessary person-to person contact in the
workplace; and
15. Placing notices that encourage hand hygiene at the entrance to the workplace and in
other workplace areas where they are likely to be seen; and
16. Suspending the use of Personal Identification Number ("PIN") pads, PIN entry devices,
electronic signature capture, and any other credit card receipt signature requirements to
the extent such suspension is permitted by agreements with credit card companies and
credit agencies.
While the preceding list from the Governor's Order contains many familiar measures, it may
contain additional measures not yet employed by you or your team. GDOT expects these and all
other COVID-19 preventative measures to be taken to the fullest extent practical to protect
yourself, your coworkers, loved ones and others you may come in contact with.
The basics reign supreme; good hygiene habits, social distancing, etc. Look out for yourselves
first but speak up when you know preventative measures can be performed better. As our
agent, please also respect the wishes of property owners who may elect to delay in-person
meetings or deny access to their property.
